For the second year in a row, New Zealand has ranked top of the list in the World Bank's Doing Business 2018 report for ease of doing business, ahead of 190 other economies.
This recognizes the effectiveness of New Zealand's business regulators, highlighting the speed and efficiency of the company registration process.

Strengths
New Zealand's strengths are particularly pronounced when it comes to starting a business; ranks first: it has the fewest number of required procedures (one) and the shortest time to complete them (0.5 days).

It also scores highly in terms of building regulatory transparency, tax payment services, and protecting minority investors.
New Zealand reformed the tax payment system by introducing systems for filing and paying taxes online.

This country was first proclaimed number one in October 2016, after Singapore held the top spot for more than a decade.
Rankings for the latest report were determined by ordering aggregate scores across 11 themes, giving equal weight to each theme, with economies referenced to June 2017.

According to the partial classification of Doing Business, New Zealand, in addition to being among the countries in which it is easiest to open a small or medium-sized business, is the second country where it is easiest to obtain an opening license, after Denmark and stands out because of how simple it is to register a property.
The way Doing Business was calculated changed in the 2015 report and with this new methodology, Doing Business 2014 was recalculated again.
By not recalculating previous reports, a change occurs in many countries in their position in the ranking between 2013 and 2014, which is solely due to said methodological change.
The 2017 report adds the evaluation of the processes after tax declaration and payment (refunds, tax audits and administrative tax appeals).
